Project Overview
The Craiova – Caransebeș Railway Rehabilitation Project (Lot 4) forms part of the modernization of the Orient/East-Med Corridor, one of the key railway corridors within the Trans-European Transport Network (TEN-T). The project covers the section between Drobeta Turnu Severin and Băile Herculane (km 362+632 – km 404+250) and aims to upgrade the existing railway infrastructure to meet modern European standards in terms of safety, capacity, and operational efficiency.
Major Responsibilities
- Administer the contract in accordance with FIDIC Yellow Book conditions, ensuring full compliance with contractual obligations, procedures, and timelines
- Maintain effective contract administration through structured communication, organized documentation, and accurate record management throughout the project lifecycle
- Manage the review and verification of the contractor’s interim payment applications, ensuring alignment with contractual commercial terms, quantities, and certified works
- Prepare, review, and manage contractual correspondence, including formal notices, claims-related communications, and responses to contractor submissions within the contractual time limits
- Evaluate variations, claims, and change events, assessing contractual entitlement, substantiating technical and commercial merit, and preparing recommendation reports for management
- Lead the preparation, negotiation, and implementation of variation orders and contract amendments, ensuring consistency with FIDIC procedures and project commercial objectives
- Monitor contractual risks, obligations, and potential disputes, providing proactive recommendations to mitigate exposure and protect the project’s commercial position
- Prepare periodic contract and commercial reports for project management and senior stakeholders, including status of claims, variations, and contractual risks
- Provide guidance and mentorship to project team members on FIDIC contract interpretation, claims management, and contractual compliance
- Coordinate closely with engineering, planning, procurement, and construction teams to ensure contractual requirements are properly integrated into project execution
- Act as a liaison with the Employer, Engineer, and relevant legal, compliance, and risk management departments on contractual matters
- Support the preparation of documentation related to claims, dispute avoidance, and dispute resolution procedures where required under the contract
Education and Experience Requirements
- Requires a bachelor’s degree in engineering, construction management, or a related field and 10–15 years of relevant experience in contract management on large infrastructure projects
- Demonstrated experience in FIDIC-based contracts, preferably FIDIC Yellow Book (Design & Build), including contract administration, payment certification review, variation management, claims evaluation, and contractual correspondence with the Employer and Engineer
Knowledge and Skills
- Strong knowledge of FIDIC contracts, particularly FIDIC Yellow Book (Design & Build)
- Solid understanding of contract administration, claims, variations, and commercial risk management
- Ability to interpret contract provisions and prepare contractual notices and correspondence
- Analytical and problem-solving skills for resolving commercial disputes
- Proficiency in contract documentation, reporting, and record management
- Excellent written and verbal English communication skills
- Romanian language skills are preferable
