Required Qualifications
- Citizenship & Licensing: Romanian citizenship and a valid Category B driver’s license.
- Legal Certification: Possession of mandatory Romanian Occupational Health and Safety (OHS) legal certifications.
- Education: Bachelor’s degree in Engineering, Occupational Health and Safety, or related technical fields.
- Experience: Minimum 10+ years of HSE experience in large-scale infrastructure, oil & gas, railway, metro, tunnel, or transportation projects.
- Leadership: At least 5 years of experience in team management and field organization.
- Regional Experience: Previous involvement in infrastructure, energy, oil, or railway projects within Europe.
- Systems Knowledge: Deep understanding of international HSE management systems.
- Language Skills: Proficient in both English and Romanian.
- Technical Skills: Advanced use of MS Office and reporting tools.
- Mobility: No travel restrictions; ability to adapt to an intensive field work pace.
Preferred Qualifications (Pluses)
- NEBOSH International General Certificate or Diploma.
- IOSH Managing Safely or equivalent international HSE training.
- ISO 45001 Lead Auditor certification.
- Lender Standards: Experience with international financial institutions (IFC, EBRD, World Bank, etc.) standards.
Roles and Responsibilities
- Coordination: Working in coordination with the company’s Corporate HSE Department.
- System Management: Ensuring the establishment, implementation, and continuous improvement of the project’s HSE management system.
- High-Risk Operations: Coordinating the safe execution of high-risk activities related to railway, infrastructure, and heavy construction works.
- Team Leadership: Managing daily field activities of HSE teams, ensuring organizational efficiency, and monitoring performance.
- Subcontractor Management: Ensuring subcontractors comply with project HSE requirements and conducting field audits.
- Stakeholder Engagement: Coordinating HSE matters with project management, the client, consultants, and official authorities.
- Documentation & Planning: Managing the preparation and implementation of risk assessments, methodologies, Permit to Work (PTW) systems, emergency plans, and HSE procedures.
- Incident Investigation: Leading investigations into accidents, near-misses, and non-conformities; conducting Root Cause Analysis (RCA) and tracking corrective/preventive actions.
- Reporting: Monitoring Key Performance Indicators (KPIs), preparing regular HSE reports, and presenting them to senior management.
- Training & Awareness: Coordinating Toolbox talks, HSE campaigns, and awareness-building activities.
- Compliance: Supporting processes in line with international standards (ISO 45001, ISO 14001) and IFC / EBRD requirements.
- Emergency Readiness: Ensuring the effective execution of emergency preparedness, drills, and related coordination.
- Audit Leadership: Leading client audits, independent third-party audits, and official inspections.
- Collaboration: Collaborating with relevant departments and contractors.
